Get the state right first. Then choose the address inside it. A virtual office in Delhi, Gurgaon or Noida is legally identical in every respect except the one that matters most — which regulator you answer to. Choose a virtual office in Delhi if your business is government-facing, institutional, or built on a professional-services identity where a central Delhi address carries weight, or if your customers are concentrated inside the NCT.

Whichever state you choose, the requirement is the same.
For company registration under Section 12 of the Companies Act, 2013: an NOC from the provider on letterhead with stamp and authorised signature, a rent or leave-and-licence agreement, and a utility bill for the premises dated within the last two months. Filed through SPICe+ at incorporation or Form INC-22 for a later change.
For GST registration under the CGST Act, 2017: the same three documents, matched against the indicative list in Form GST REG-01, with your PAN, Aadhaar, entity documents and a Class 3 DSC for companies and LLPs. Instruction No. 03/2025-GST, dated 17 April 2025, standardised what officers may ask for. Rule 14A, in force from 1 November 2025, grants registration electronically within three working days for eligible applicants whose monthly output tax liability on supplies to registered persons stays under ₹2.5 lakh, subject to Aadhaar authentication.
One NCR-specific caution: because the region has an exceptionally high concentration of registered entities at flexible workspace addresses, ask your provider how many active GSTINs sit at that centre and whether it has previously been referred for verification. The mistake to avoid
Do not choose the micromarket first. It feels like the interesting decision — Connaught Place versus Cyber City is a positioning question, and positioning questions are more fun than jurisdiction questions. But the jurisdiction determines your ROC, your GST authority and, if you get it wrong, a cross-state change of registered office requiring a shareholder special resolution and Regional Director approval.
